**Mayor's Office for Policing and Crime (MOPAC) – Chief Finance Officer**
**Salary:** £155,000
**Location:** London (hybrid – a minimum of 40% of working time in the office)
The Mayor's Office for Policing and Crime (MOPAC) plays a central role in ensuring London is a safe city for all. Working on behalf of the Mayor of London, MOPAC oversees the Metropolitan Police Service (MPS), commissions services for victims of crime, supports crime reduction initiatives and ensures police resources are used effectively to deliver better outcomes for London's communities.
We are seeking an exceptional Chief Finance Officer to provide strategic financial leadership, independent oversight and expert advice in one of London's most significant and highly scrutinised public service environments.
Reporting to the Chief Executive as MOPAC's statutory Section 151 Officer, you will be the Deputy Mayor for Policing and Crime's principal financial adviser and a key member of MOPAC's Corporate Management Team. You will be responsible for the financial stewardship of MOPAC's annual budget of approximately £150m, while providing independent financial oversight and scrutiny of the MPS's annual budget of more than £5.1bn. You will lead MOPAC's Finance, Financial Oversight, Procurement, Contracts and Grants functions and play a pivotal role in ensuring public resources are used effectively, transparently and in line with Mayoral priorities.
You will work closely with the Deputy Mayor for Policing and Crime and senior leaders in the MPS, the Mayor's Office, the Greater London Authority and other key partners. Success will require the ability to combine constructive partnership and influence with robust, independent challenge and scrutiny.
The ability to operate credibly in a politically sensitive, high-profile and highly scrutinised environment, providing authoritative advice while maintaining professional independence, is essential. You will be comfortable navigating complex stakeholder relationships, balancing competing perspectives and influencing decision-making through evidence-based advice, sound judgement and integrity.
Your responsibilities include:
* Advising the Chief Executive and Deputy Mayor on complex financial decisions, while upholding independent statutory responsibilities.
* Scrutinising the MPS's financial plans, performance and investment decisions, building a productive relationship with the MPS CFO while offering robust challenge and assurance.
* Leading financial planning, governance, reporting and controls within MOPAC, ensuring transparency, sustainability and value for money.
* Overseeing procurement, contracts and grants, including the financial stewardship of commissioning arrangements.
* Building effective relationships across the Mayor's Office, Greater London Authority, London Assembly, Home Office and policing partners, and contributing to MOPAC's wider corporate leadership.
**About you**
You will be a professionally qualified CCAB accountant with substantial senior finance leadership experience gained within a complex public sector environment. You will bring outstanding strategic and financial leadership capability, coupled with excellent judgement and political awareness.

You will be confident in providing independent advice and constructive challenge, while maintaining credibility and professionalism under significant public and stakeholder scrutiny.
